On October 16, 2015, the consortium of State-Owned Enterprises (BUMN), which formed PT Pilar Sinergi BUMN Indonesia (PSBI), and the consortium of Chinese railway companies, through Beijing Yawan HSR Co. Ltd, established a joint venture called PT Kereta Cepat Indonesia China (KCIC).
In this case, KCIC became the operator of the Whoosh High-Speed Train, previously known as the Jakarta-Bandung High-Speed Train (KCJB). The presence of the Whoosh High-Speed Train is expected to solve various national issues, one of which is addressing the congestion of transportation between Jakarta and Bandung, which has long relied on the Cipularang toll road (Cikampek-Purwakarta-Padalarang) and Padaleunyi (Padalarang-Cileunyi). In addition, the Whoosh High-Speed Train also serves as an answer to building connectivity between cities and regions for the economic growth of the region and the nation.
Whoosh has been designated as one of the National Strategic Projects (PSN) in Presidential Regulation (Perpres) Number 3 of 2016. In its development, KCIC operates without financial assistance from the State Budget (APBN) or guarantees from the Indonesian Government. The construction of the Whoosh High-Speed Train project is funded by a loan from the China Development Bank (75%). Meanwhile, 25% is the capital contribution from shareholders, which is a combination of PT Pilar Sinergi BUMN Indonesia (PSBI) (60%) and Beijing Yawan HSR Co. Ltd. (40%).
The composition of PSBI shareholders consists of PT Kereta Api Indonesia (Persero) with 51.37%, PT Wijaya Karya (Persero) Tbk with 39.12%, PT Perkebunan Nusantara VIII with 8.30%, and PT Jasa Marga (Persero) Tbk with 1.21%. Meanwhile, the composition of Beijing Yawan HSR Co. Ltd shareholders consists of CREC with 42.88%, Sinohydro with 30%, CRRC with 12%, CRSC with 10.12%, and CRIC with 5%.
On October 2, 2023, President of the Republic of Indonesia, Joko Widodo, inaugurated the first High-Speed Train in Indonesia and Southeast Asia at Halim Station, Jakarta. This inauguration marks the completion of the entire high-speed train project in Indonesia and introduces the new name of the high-speed train in Indonesia, namely Whoosh (Waktu Hemat, Operasi Optimal, dan Sistem Hebat).
After the inauguration, the Whoosh High-Speed Train still offers free trips for the public under the Whoosh Experience Program. The aim is to introduce the services and regulations implemented in transportation in Indonesia. Then, on October 17, 2023, the commercial operation of the Whoosh High-Speed Train officially began, with the inauguration ceremony conducted by President of Indonesia, Joko Widodo, and President of China, Xi Jinping, in Beijing, China.
